Eustaquio, a labor organizer originally from Mexico who has lived in the United States for more than 20 years, was stopped by ICE on January 9, 2026 while driving to work in Minneapolis. His son told Amnesty International there was nothing to justify the stop and that his father's car was left on the side of the road for him to retrieve. Eustaquio was held at the Whipple building for a day, then transferred to the Camp East Montana detention facility in El Paso, Texas for nearly three weeks, and then to the Cibola County Correctional Center in New Mexico, where he remained detained when Amnesty's report was published.
