Dolores F.: Cuban woman taken to border in deportation attempt

Dolores Freixa, who arrived during the 1980 Mariel boatlift, was taken from an Arizona detention center and driven to the Mexican border, where she refused a forged deportation document.

Dolores Freixa, who arrived in the United States at age 11 during the 1980 Mariel boatlift, was woken at 3 a.m. at Eloy Detention Center in Arizona in June and told she was being transferred without being informed of her destination. She was put on a bus with about 40 men who said they had agreed to self-deport to Mexico, but Freixa had never consented to leave the country. At the Mexican border, an officer presented her with a self-deportation document bearing a signature she said was not hers; she refused to get off the bus and was returned to Eloy Detention Center. Freixa had been a lawful permanent resident until she lost that status after a 2015 arrest on burglary, theft and fraud-related charges, and her attempted third-country removal reflects a broader pattern in which Cubans with old removal orders are being sent to third countries like Mexico despite a federal judicial block that was in effect at the time.
