ICE agents arrested Cesar Ramos-Alcala, 48, and Marcelino Tapia-Lucas, 25, outside courtrooms at the Ridgedale Service Center in Minnetonka on Monday. ICE alleged that Ramos-Alcala is in Minnesota illegally and that Tapia-Lucas entered the U.S. illegally at age 16 and has prior arrests. The arrests occurred in a secure, controlled courthouse environment.
