Federal Immigration and Customs Enforcement agents used chemical irritant to disperse a crowd in the Cedar-Riverside neighborhood of Minneapolis during identification checks. The incident occurred on Tuesday. Minneapolis City Council member Jamal Osman, a Somali American, was present during the confrontation.
