Advocacy groups RAICES and Human Rights First previously called for closing the Dilley Immigrant Processing Center near San Antonio, citing a report based on interviews with 50 detained families that documented due process violations and poor conditions. Although Dilley's population had dropped to about 100 by late March, U.S. Rep. Joaquin Castro said more than 500 people, including 112 children, were being held there as of a July congressional visit, up from 96 children in May. Castro, who led 110 House Democrats in a letter urging the Department of Homeland Security to end family detention, attributed the increase to intensified ICE enforcement and criticized operator CoreCivic, a private prison company, while also raising concerns that detainees lacked adequate access to information about their rights under the Flores Settlement Agreement.
