The judge prohibited the government from redetaining him without notice and a hearing before a neutral judge, noting the government did not object to his initial release request. Villegas, originally from Panama, was arrested by ICE agents in June while waiting at a bus stop and has been under ICE surveillance since being released on bond. He is scheduled to appear before an immigration judge to file a motion to dismiss his case.
