GAO Reports Waste, Performance Issues at Camp East Montana

A GAO audit found that ICE's largest immigration detention facility, Camp East Montana at Fort Bliss in El Paso, Texas, opened in August 2025 with significant waste and performance failures. The facility cost $1.3 billion and experienced millions in wasted spending due to lack of contract flexibilities, including full meal payments when no detainees were present. The facility opened without meeting key detention standards including perimeter security cameras, outdoor recreation space, and attorney visitation areas, and subsequently reported gaps in medical services, loss of a loaded firearm, and unsanitary conditions.
