U.S. Immigration and Customs Enforcement is abandoning plans to use warehouses for large-scale immigrant detention following lawsuits and cost concerns. The federal government has agreed to sell a warehouse in Michigan and is retreating from similar plans in Georgia and Texas. The three locations represent part of $1.074 billion spent on warehouses across 11 cities.
