Florida's aggressive immigration enforcement campaign resulted in nearly 10,000 arrests by ICE in 2025, with state and local agencies making approximately 20,000 additional arrests, amid severe detention facility overcrowding and budget disputes with state lawmakers. A federal class action filed in Miami on behalf of two detainees alleges ICE's Miramar field office is being used as a de facto civil detention center, holding up to 150 people in a space meant for 56, without beds, adequate food, or hygiene supplies. The lawsuit also alleges detainees are denied medicine and medical care, coerced into signing documents, and blocked from confidential communication with their attorneys. The allegations follow a July visit by U.S. Rep. Debbie Wasserman Schultz and a September whistleblower report describing prolonged shackling of elderly detainees, prompting a congressional oversight investigation.
