Lucia Webb, a 31-year-old Minneapolis resident, followed two ICE vehicles to the park-and-ride outside the Whipple Building on December 3. Officers boxed her in, surrounded her car, and threatened to arrest her. She is a named plaintiff in an ACLU lawsuit alleging ICE violated constitutional rights of observers and protesters.
