Operation PARRIS arrests 150+ legally admitted Minnesota refugees, transfers to Texas detention

Beginning January 9, 2026, the Department of Homeland Security launched Operation PARRIS, targeting approximately 5,600 Minnesota refugees without green cards for re-vetting through new background checks and merit reviews of refugee claims. Approximately 150 refugees with legal admission status were arrested during the operation and rapidly transferred to detention facilities in Texas before families could secure legal representation. The arrested refugees had already passed security screenings before initial admission to the U.S. Local immigration attorneys noted little historical evidence of fraud in the refugee resettlement program and stated the rapid transfers to Texas made it difficult for detainees to communicate with counsel and file federal release petitions.
