David and Carmen, a couple from Mexico, had been raising their two young daughters in Minnesota where the girls were learning English and making friends at school. When Operation Metro Surge began, David was too scared to continue his HVAC installation job. They stopped going to the grocery store and pulled their daughters from school. Without income, they could not buy food or pay rent. As weeks passed, David worried his daughters would suffer lasting trauma, so the family left Minnesota at the end of January to move back to Mexico. 'Our options for living a better life were closing,' he said.
