Josue Castro Rivera, a 24-year-old from Honduras who had lived in the United States for four years, was fatally struck by a pickup truck on October 23, 2025 while attempting to cross Interstate 264 during an ICE traffic stop in Norfolk, Virginia. Castro Rivera was on his way to a gardening job with three passengers when immigration officers pulled over their vehicle as part of a "targeted, intelligence-based" operation.
