Salvadoran man with Convention Against Torture protection chain-deported to Honduras via Mexico, cartel tries to recruit him

Pablo, a 47-year-old Salvadoran man, fled El Salvador in 1995 after gangs killed his brother. He was granted withholding of removal under the Convention Against Torture in the United States. On December 6, 2025, ICE deported him to Villahermosa, Mexico, before his scheduled court hearing and kept his identity documents. In February, nine men who identified themselves as cartel members approached him at the barber shop where he worked in Villahermosa and tried to recruit him. A US immigration judge had previously found that Pablo had a well-founded fear of persecution in his home country.
