Immigrants tracked through local police license plate cameras searched on ICE's behalf

State and local law enforcement agencies conducted thousands of searches of Flock Safety automated license plate reader networks for immigration enforcement purposes, with ICE officials asking local departments to run lookups on its behalf, according to reporting by the Electronic Frontier Foundation and the Star Tribune. Audit logs showed more than 4,000 lookups tied to immigration purposes across the national camera-sharing network, including searches of Twin Cities-area cameras during a federal enforcement surge in the Minneapolis metro. Flock has said it has no contract with ICE and removed federal agencies from its national search network, but local agencies were able to run searches for federal partners. At least 30 localities have deactivated cameras or canceled Flock contracts since the beginning of 2025.
