Legal observer pepper-sprayed, arrested while recording ICE in Minneapolis
Jan 11, 2026 · Minneapolis, MN
Brandon Sigüenza, a volunteer legal observer documenting ICE enforcement activities in Minneapolis, was pepper-sprayed, arrested, and detained for eight hours after ICE agents surrounded his car while he was legally recording their operations on a public street. He was released without charges. His detention was part of a pattern of intimidation against community members observing and reporting on ICE activities in the area.
