Sue Tincher, a 55-year-old U.S. citizen, was arrested by ICE agents on December 9, 2025, while observing an immigration enforcement operation near her home in north Minneapolis. According to Tincher, an officer ordered her to back up from the scene, but she remained to document the activity.
