U.S. citizen observer arrested and detained during ICE enforcement in Minneapolis

Sue Tincher, a 55-year-old U.S. citizen, was arrested by ICE agents on December 9, 2025, while observing an immigration enforcement operation near her home in north Minneapolis. According to Tincher, an officer ordered her to back up from the scene, but she remained to document the activity. Officers knocked her to the ground, handcuffed her, and transported her to Fort Snelling's Bishop Henry Whipple Building. She was held in custody for over five hours with shackles on her legs before being released after attorneys intervened. Tincher was read her Miranda rights and an officer stated she would be charged with obstructing a federal agent, though she disputes that her actions obstructed the operation.
