The Department of Homeland Security announced that ICE arrested nearly 2,200 immigrants during a month-long enforcement operation called 'Operation Rotten Apple,' conducted across New York state from July 27 to August 29. Officials said those detained included individuals with convictions or arrests for murder, rape, child sexual abuse, kidnapping, drug trafficking and assault, citing examples such as a Ukrainian national convicted of murder and kidnapping, a Colombian national arrested for sexual conduct against a child, an Indian national convicted of rape in Germany, and a Venezuelan national convicted of rape, with others from Mexico and Cambodia. DHS Secretary Markwayne Mullin and border czar Tom Homan said the operation was carried out without cooperation from New York City Mayor Zohran Mamdani or Governor Kathy Hochul due to state and city sanctuary policies, and said additional agents and enforcement sweeps would be sent to New York. ICE's New York Field Office Director said officers were harassed and threatened during the operation because of the state's sanctuary policies, while Hochul disputed the federal government's characterization of the state's cooperation with law enforcement.
