A federal judge in Oregon, Mustafa T. Kasubhai, ordered ICE to turn over withheld discovery in a class-action lawsuit brought by Innovation Law Lab over warrantless immigration arrests. The named plaintiffs include M-J-M-A, who was arrested on her way to work in October 2025 despite having no criminal record or flight history, and Victor C.G., who was detained by masked federal agents who said they were looking for someone else. Kasubhai previously found in February 2026 that ICE had a pattern of arresting people without warrants or the legally required individualized flight-risk finding and issued an injunction, but the plaintiffs' lawyers say the agency has continued the practice and are now seeking sanctions. The lawsuit covers a certified class of people arrested without warrants in the District of Oregon since September 28, 2025, amid an operation that has reportedly resulted in hundreds of arrests statewide.
