U.S. Immigration and Customs Enforcement and other federal agencies conducted a monthlong operation called Operation Rotten Apple across New York City and other parts of the state, resulting in 2,197 arrests between July 27 and late August. Officials said the operation targeted people with records involving violent offenses, sexual crimes and drug offenses, including several individuals with convictions or pending accusations for crimes such as murder, rape and drug trafficking. Homeland Security Secretary Markwayne Mullin criticized New York policies limiting cooperation between local agencies and federal immigration authorities, saying more than 13,000 people sought by immigration officials had been released from New York jails. Gov. Kathy Hochul questioned whether the operation focused primarily on dangerous offenders, noting that federal authorities have also pursued people without criminal records.
