Colorado city sues ICE facility's landlord over detentions after permit revoked

The city of Glenwood Springs filed a lawsuit against JG Housing Solutions, a Florida-based landlord that leases part of the Midland Center to ICE for a short-term holding facility, alleging the company is violating municipal zoning code by continuing to allow detentions after the city revoked the facility's special-use permit in April. The suit, filed Sept. 25 in Garfield County District Court, seeks a permanent ban on using the property for detentions, daily fines, and a preliminary injunction to halt detentions while the case proceeds. An Aspen Journalism analysis found ICE detained 27 people at the facility without a permit between April 29 and Aug. 6, after city officials said data showed detentions had previously exceeded the facility's 12-hour limit multiple times in 2025. The city council voted 6-1 on Aug. 6 to pursue the litigation following months of resident complaints about the facility's impact on immigrant neighbors.
