Portland-area immigration arrests spike, fueling fears of new ICE operation
Oct 6, 2026·Location: Portland, OR

Immigrants' rights advocates with the Portland Immigrant Rights Coalition confirmed at least nine people were detained by immigration agents on Tuesday across Gresham, Troutdale and eastern Portland, including a man arrested by four agents outside a restaurant at Mall 205 while two others sat detained in an agent's vehicle. Enforcement activity continued Wednesday in Washington and Marion counties, including a traffic stop near a high school in Hillsboro where agents broke a driver's window, and an apprehension outside a restaurant in Woodburn. Advocates and a state lawmaker said the tactics resemble last fall's 'Operation Black Rose' surge, and immigration attorneys say they are increasingly being denied access to new detainees at the Portland ICE facility, with some detainees reportedly asked to sign deportation documents without being allowed phone calls or attorney visits. A federal judge recently declined to order guaranteed attorney access to detainees held in Oregon facilities before they are transferred out of state.
