ICE Flight Monitor, a project housed at Human Rights First, released its September 2026 report finding the Trump administration conducted at least 331 removal flights to 38 countries, a 48% increase from the prior year, driven largely by flights to Mexico, Guatemala, and Honduras. Removal flights to Haiti increased to once a week following the end of Temporary Protected Status for 350,000 Haitians, despite State Department and UNHCR warnings against returns, while flights to Venezuela increased to twice weekly despite recent natural disasters. The report also documented a dramatic increase in domestic 'shuffle' flights transferring detainees between facilities far from their communities and legal counsel, and nine third-country transfer flights to six countries including first-time transfers to the Dominican Republic and Guyana, which briefly paused after a federal court ruling before resuming under a Supreme Court stay.
