Kevin Zaldaña Ramirez, a 20-year-old from El Salvador, was pulled over near Houston on Feb. 25 during a joint ICE and Texas Department of Public Safety operation targeting alleged gang members. Zaldaña Ramirez, who arrived in the U.S. at 14 and has worked since 16 to support his visually impaired mother under Special Immigrant Juvenile work authorization, said officers questioned him about gang ties and tattoos after learning he was Salvadoran. ICE detained him at the Montgomery County Processing Center, citing a 2019 removal order that had later been dismissed before a new decision was made, and held him for nearly a month. He was released on bond after a volunteer agreed to sponsor him and an immigrant rights advocate paid the $3,000 bond, with supporters noting he had not signed any deportation paperwork during his arrest.
