Amnesty International's September 2026 report examines federal immigration operations in Washington, D.C. (the August 2025 federal takeover), Chicago (Operation Midway Blitz), New Orleans (Operation Catahoula Crunch) and Minneapolis-St. Paul (Operation Metro Surge and Operation PARRIS). Researchers interviewed 154 people between March and June 2026, including people directly affected, rapid responders, lawyers, educators, health workers, faith leaders and elected officials, and verified 29 videos and three photographs. Amnesty concludes that masked, heavily armed agents often without visible identification stopped and detained people based on race, language, accent, occupation and neighborhood, including U.S. citizens, asylum seekers and Indigenous people; that agents used excessive force and tear gas against observers and protesters; that shootings in Chicago, Minneapolis and Washington were unlawful uses of lethal force, with three killings that may amount to extrajudicial executions; that people were held for days in overcrowded processing facilities without beds, adequate food or access to lawyers; and that agents used facial recognition and drones to surveil community members. The report also documents the fear that kept families home from work, school, clinics and places of worship, and the whistles, hotlines, food deliveries, walking school buses and rent funds communities organized in response. Amnesty calls for ICE to be abolished; it said ICE, DHS and the four governments did not respond to its request for comment.
