Noah L., a man from Sierra Leone, refused to board a deportation flight to Cameroon. He said he did not attack any officer, he just resisted, and that a group of officers rushed and tackled him and put him in a straitjacket-style full-body restraint known as "the Wrap" on top of his chains. His legs were crossed and he was bound "like a package" in a very painful position for the first two hours of the flight, until the restraints were loosened but not removed for the rest of the trip. "I had tears coming out of my eyes but no one seemed to show me any type of sympathy," he said. "I felt like it was cutting into my ankles." Two other deportees told Human Rights Watch they saw officers tackle him and wrap him in the straitjacket.
