Filiberto García, 61, who has bipolar disorder, depression and high blood pressure, was detained by ICE at a traffic stop and taken to the Krome Detention Center in Miami. He suffered a stroke while in detention and arrived in Mexico pushing the wheelchair he was given in Florida, instead of being deported to his native Cuba. He said he has been unable to access his Social Security payments or bank account since being deported, and believes he was targeted because of his age and illness.
