Elzon Lemus, a 23-year-old Hispanic U.S. citizen from Brentwood, Long Island, was stopped and detained by ICE agents without reasonable suspicion or probable cause. Agents stopped the vehicle he was a passenger in, claiming he "looks like somebody we are looking for."
