ICE shifts to quieter enforcement approach relying on local police partnerships

Following aggressive enforcement operations in Minnesota that drew public criticism, ICE is shifting toward a less visible approach that relies more heavily on local and state law enforcement through expanded 287(g) partnerships. The number of police and sheriff's departments participating in the federal program grew exponentially from 45 agreements in 2019 to over 1,600 agreements across 39 states by 2026. DHS leadership has indicated ICE will increasingly focus on transporting individuals identified by local agencies rather than conducting frontline enforcement operations.
