Houston Police Issues Updated ICE Directive, Dropping 30-Minute Limit

The Houston Police Department released an updated directive governing how officers respond to ICE administrative warrants, part of an evolving policy timeline since January 2025 covering departmental directives, mayoral statements, and city council actions. The new directive removes the previous 30-minute limit on ICE-related encounters, instead allowing officers to wait a "reasonable amount of time" in some cases, and requires a sergeant to respond whenever an ICE administrative warrant appears in the National Crime Information Center. Officers still cannot arrest or transport someone based solely on an ICE administrative warrant, which is civil rather than criminal. Several city council members said the directive, issued after an April 8 ordinance amendment, does not match their understanding of how the amended policy would be enforced.
