Ecuadorian Man Detained by ICE Without Bond Hearing at Otay Mesa

Marlon Juvenal Chavez Merchan, a native and citizen of Ecuador, is currently detained at Otay Mesa Detention Facility in ICE custody. He filed a habeas corpus petition alleging that ICE violated his due process rights by detaining him without a bond determination hearing.
