ICE arrests of non-criminal immigrants surge fivefold in Northern California

Immigration and Customs Enforcement agents arrested approximately 1,514 people classified as "other immigration violators" (those without apparent criminal records) during the first nine months of 2025 in Northern California, representing a fivefold increase from 271 such arrests in all of 2024. Street arrests reached 627 in September 2025, comprising nearly three-quarters of all ICE apprehensions in the region. Over 2,500 deportations occurred during the first nine months of 2025, with experts noting that most of the surge involved enforcement in local communities rather than at the U.S.-Mexico border.
