Green card holder detained at worksite after agent called his ID 'fake' because he 'looks Hispanic'

Pedro Moreno was asked by federal agents at his work site where he was from. He showed his green card, but an agent said it was 'fake' and Moreno was handcuffed and taken to the Whipple Federal Building. Federal judge Eric Tostrud found that Moreno 'was stopped because he looks Hispanic.' The case was part of a legal challenge in which the judge determined that DHS had 'adopted a policy' allowing agents to stop residents 'based on race or ethnicity.'
