An asylum applicant with a work permit was detained in Minnesota and spent 14 days in three detention centers across Texas. He was shackled at his hands, waist, and feet on the plane ride to Texas and was not able to use the toilet. Conditions across the facilities included cold rooms with concrete benches, continuous bright lights, minimal food — a sandwich and cookie for each meal — and no privacy when using the toilet.
