DHS Operation At Large triggers 169 crowd-control weapons misuse incidents in Los Angeles, 46 in a single day

DHS's Operation At Large in the greater Los Angeles area from June 4 through August 1, 2025, was the first major immigration enforcement operation to trigger widespread protest and crowd-control weapons misuse. PHR and UC Berkeley documented 169 misuse incidents in Los Angeles — over 40% of all incidents nationwide. On June 7, the day Border Patrol Commander Gregory Bovino first appeared in the city, 46 incidents were recorded in a single day, with 68 in the following week compared to just 9 in the week prior. Kinetic impact projectiles were the dominant weapon (45% of LA incidents). LAPD and LASD were responsible for 55% of incidents, an unusual pattern — in all other cities, DHS agents were responsible for the vast majority. The operation included the deployment of National Guard troops.
