Border Patrol agent shoots Mexican man attempting to return to Mexico

On December 11, 2025, Border Patrol agent Armando Flores shot and killed Isaias Sanchez Barbosa, a 31-year-old Mexican man, three times at close range in Starr County, Texas. CBP stated Sanchez Barbosa was attempting to return to Mexico when Flores engaged him in a two-minute struggle and discharged his firearm. Sanchez Barbosa had no criminal history, no prior U.S. entries, and no weapons were found on him. A grand jury declined to indict the agent, and Texas DPS has withheld body camera footage and audio despite investigating seven months later.
