Leaked ICE data obtained by the Cato Institute shows that nearly three-quarters of people booked into ICE custody since October 1, 2025, had no criminal conviction, contradicting Trump administration rhetoric about arresting the "worst of the worst." Only 8 percent had violent or property criminal convictions, while 47 percent had no criminal convictions or pending charges. ICE arrests of undocumented immigrants without criminal convictions have increased 571 percent since the start of the calendar year. Homeland Security Secretary Kristi Noem claimed on "Face the Nation" in January 2026 that 70% of detainees had violent crime convictions or charges, but independent analysis of government data indicates roughly 5% were convicted of violent crimes, and ICE's own figures show about half of detainees have any criminal record.
