ICE is tracking more than 54,000 immigrants with GPS-enabled ankle monitors, up by more than 35,000 people compared to early last year, The Guardian reported. The expansion follows a June 2025 ICE directive encouraging officers to place people in the Intensive Supervision Appearance Program on ankle monitors rather than mobile applications or telephone check-ins. GEO Group, the private prison corporation whose subsidiary BI Inc. manufactures and operates the devices, has earned increased revenue from the shift: GPS ankle monitors generate more than $2 per participant per day, compared with about $0.96 per day for the SmartLINK phone application. GEO Group reported total quarterly revenues of $732.1 million, an increase of nearly $96 million over the same period last year.
