ICE may bypass tax-data court block via $10 million contract with data broker
Oct 9, 2026
A federal appeals court ruled illegal a data-sharing agreement allowing ICE to request immigrants' addresses from the IRS, issuing an injunction in February. Advocacy groups allege ICE is circumventing that order through a $10 million contract with data broker ThunderCat Technology to access ITIN (individual taxpayer identification number) data. Asian Law Caucus and UndocuBlack Network are suing for more information about the contract, warning it could expose millions of undocumented immigrants who use ITINs to pay taxes.
