Arman Momand, a 19-year-old Afghan national and student at J.R. Tucker High School, was arrested by ICE officers at the Henrico County courthouse while appearing for charges stemming from a December 2024 driving incident. Momand holds a special immigrant visa granted because his family assisted the U.S. military in Afghanistan. Most of his charges were dropped, and he was ultimately convicted only of misdemeanor reckless driving and disorderly conduct with no jail time, but ICE executed a detainer, took him into immigration custody, and is now attempting to deport him. His immigration attorney said ICE specifically targeted him and called the arrest legally inappropriate, while Virginia Governor Glenn Youngkin defended ICE's authority to act and State Senator Ghazala Hashmi criticized the arrest of someone with legal status.
