Mario V., a 43-year-old Colombian man, had been released from immigration detention after receiving withholding of removal under the Convention against Torture. ICE called and told him to come in to sign something, which seemed fine to him: he understood he might have to report, be photographed and sign forms. When he arrived, agents were waiting and arrested him as soon as he gave his name. On April 17, 2026, he was deported to the Democratic Republic of Congo, shackled during the flight with the other Colombians aboard. After landing in Kinshasa, he said, International Organization for Migration officials "told me their role is to send me to Colombia. The problem is that I can't go back to Colombia."
