Colorado Federal Court Grants Preliminary Injunction on ICE Warrantless Arrests

A federal court in Colorado granted a preliminary injunction restricting ICE agents from conducting warrantless arrests without probable cause that an individual violates immigration law and is likely to escape. The court ordered immigration officers to consider totality of circumstances, document arrests in detail, and identify themselves as authorized officers. Mere presence in violation of immigration law is insufficient grounds for warrantless arrest under this order.
