PHR and UC Berkeley documented 37 crowd-control weapons misuse incidents at immigration enforcement protests in Portland, Oregon, from June 2025 through May 2026. Unlike other cities where incidents clustered in short bursts during named operations, Portland saw incidents spread over a longer period. DHS agents were responsible for 100% of documented misuse incidents — the highest federal share of any city in the dataset. Chemical irritants were used in 54% of incidents and kinetic impact projectiles in 16%. In a separate case referenced in the report, a protester was shot in the forehead with a kinetic impact projectile by a deputy US Marshal outside the Portland federal courthouse; the case (Labella v. United States) settled with the Department of Justice.
