Samantha Weber Alarcón, a Laguna Vista resident, was driving with her son to a movie theater when she became caught in the middle of an ICE high-speed chase through residential streets. As she drove down Mesquite Drive, an unmarked Ford Escape sped past her without sirens, hitting a speed bump so hard that she had to swerve right to avoid collision. She witnessed ICE agents pull a gun on a young man in the backseat of the Ford and place him in handcuffs. Weber Alarcón called 911 and confronted the agents about their dangerous driving, photographing the scene. The man in the backseat was later identified as a U.S. citizen and released. ICE disputed her account of a high-speed chase, claiming they were conducting targeted enforcement and the vehicle was "abandoned." The man disputed ICE's claims about his age and alleged weapon, describing it as a shingle cutter in his tool bag.
