Movses K.: Armenian man with schizophrenia held 10 months by ICE

An Armenian man who came to the U.S. at age six and has lived here since, managing severe schizophrenia while cared for by his mother, was redetained at a routine ICE check-in and held nearly a year.

A man who was born in Soviet Armenia and came to the United States at age six, later becoming a legal permanent resident, has lived in the country for decades and has a severe schizophrenia diagnosis. After serving a 15-year prison sentence for a 1997 conviction, he was ordered removed in 2010, but neither Armenia nor Russia would recognize him as a citizen, so ICE released him in 2011 under supervision. He then lived with his mother for 14 years with no new arrests or violations. In December 2025, ICE re-detained him at a routine check-in, citing his old removal order and a pending review by Armenia for travel documents, even though he had not violated any release conditions. He sought to reopen his case based on his worsening mental illness and poor psychiatric care available in Armenia, and moved to vacate his old conviction in state court. He has now been held for nearly ten months without ever receiving a bond hearing. A federal magistrate judge granted his habeas petition, finding the government failed to show his removal was likely in the foreseeable future, and ordered him released and protected from re-detention absent changed circumstances.
