Salvador Z.P.: Cuban man held 5 months after ICE revokes his release

A Cuban man who has lived in the U.S. since 1989, under supervised release for over two decades, was re-detained despite no violations. A judge ordered his immediate release, calling the government's push to deport him to Mexico frivolous.

May 15, 2026FloridaCountry of origin: Cuba

A Cuban man who first came to the United States in 1989 was ordered removed to Cuba in 1998 after losing an appeal before immigration authorities. He was released from custody in 2000 under an order of supervised release and lived under that status for over two decades. In May 2026, ICE re-detained him during a mandatory check-in with another government agency in Florida and revoked his release, even though he had not violated any conditions of his supervision. Since then, the government has pushed to deport him to Mexico instead of Cuba, despite his having no removal order to that country and refusing to sign notices consenting to go there. He has remained in immigration detention for months while the government tried to pressure him into agreeing to third-country removal. A federal judge found that the government failed to show any real likelihood he could actually be removed to Mexico without his consent, called the government's position frivolous, and ordered his immediate release along with an injunction barring his re-detention without a prior hearing.
